Mission Statement
The mission of the MATC Procurement Department is to equitably acquire materials and services at the lowest cost and best overall value to the College.
In accomplishing these tasks, we are committed to the following:
- Acting professionally and ethically
- Employing fair and object price competition and negotiation practices to secure the best value for the College involving the use of public funds.
- Leveraging technology for competitive advantage.
- Investing in training and professional development of staff.
- Networking with other colleges and purchasing associations for cooperative purchasing.

- Ensuring College assets are properly accounted for in their receipt and disposition by standards of the Wisconsin Technical College System and through best business practices.
- The MATC Procurement Department subscribes to the National Institute of Governmental Purchasing (NIGP) Code of Ethics, and those principles governing the activities and conduct of the division.

Information Sessions for Vendors
If you would like to learn more about MATC's Purchasing process, you are encouraged to attend one of our quarterly VIRTUAL information sessions that are scheduled from 4:00-5:00 p.m. the second Wednesday of each quarter.
These are intended to be most beneficial for vendors that are new to working with, or interested in working with, MATC.
Potential vendors should register for one of the sessions to learn more about the process and potential contracting opportunities. To register for a session, please send an email to moorel52@matc.edu with the following information:

Bidding Information (DEMANDSTAR)
MATC participates in a FREE online registration service available to suppliers wishing to be notified of all bidding and quoting opportunities with participating Wisconsin Public agencies (Wisconsin schools, cities, counties, technical colleges, etc.). MATC, as a member of the Wisconsin Association of Public Purchasers (WAPP) purchasing association utilizes DemandStar as its automated bid notification and document distribution system for suppliers wishing to subscribe to this free bid notification service.
Under this program, suppliers have an opportunity to view all of MATC’s Invitation for Bids (IFB’s) and Requests for Proposals (RFP’s), as well as those of other public agencies using the DemandStar.com network. To ensure that your company receives FREE notification of Milwaukee Area Technical College’s bid solicitations, register today on Demandstar.

1. WHY DO MATC AND SOME OTHER WISCONSIN GOVERNMENT AGENCIES OFFER BUSINESS FIRMS FREE ACCESS TO BIDDING OPPORTUNITIES (THROUGH DEMANDSTAR)?
The Wisconsin Association of Public Purchasers (WAPP) wanted to develop one centralized website where all business firms could go to receive FREE notification of bid opportunities and solicitations offered from public agencies in Wisconsin. This service includes Wisconsin units of government such as cities, counties, local school districts, technical colleges, etc. that have elected to participate in the program.
2. WHAT ONLINE SERVICES ARE AVAILABLE TO BUSINESS FIRMS?
Access to multiple Wisconsin agency bid solicitations from one website.
Business firms can self-register for desired solicitations.
Automated notification of solicitation opportunities 24/7 to your desktop.
Agency solicitations and information can be downloaded from the website.
3. IS THERE A CHARGE TO BUSINESS FIRMS FOR THIS SERVICE?
There is NO CHARGE for business firms to access online bid solicitations issued by MATC and other participating Wisconsin public agencies (members of WAPP).
The service is FREE to business firms that wish to do business with public agencies that are members of WAPP and participate in the program.
DemandStar also offers additional services, such as notification and/or daily email alerts of bid solicitations from other government agencies in the state (that are not WAPP members), regionally or nationally. Varying levels of subscription rates apply for such additional services.
4. HOW DO I KNOW WHICH WISCONSIN AGENCIES ARE MEMBERS AND ALSO PARTICIPATE IN THIS PROGRAM?

6. WHAT IF A BUSINESS FIRM DOES NOT HAVE A COMPUTER TO REGISTER AND ACCEPT BIDS?
Several options are available for the small number of business firms who are not on-line capable. Contact Demandstar for assistance with registering for notices to be sent via fax.
7. CAN MY BUSINESS REGISTER SOLELY FOR SOLICITATIONS FROM A SINGLE PUBLIC PURCHASING ENTITY?
Yes. During the registration process, identify the specific institution and you will receive solicitations only from that agency.

The individual(s) must be a citizen or permanent resident of the United States and who continue to experience substantial difficulty in achieving business related success in the Greater Milwaukee Area as a result of Economic Disadvantaged and at least three (3) of the following disadvantages: Disadvantage with respect to Education; Disadvantage with respect to Employment; Disadvantage with respect to Residence or Business Location; Social Disadvantage and Lack of Business Training.
c. Women Business Enterprise (WBE) - is defined as a small business organized for profit that is at least fifty-one per cent (51%) owned by one or more women and whose management and daily business operations are controlled by one or more women owners.
